BACKGROUND
1. Selangor has always been one of the power-houses of tennis in Malaysia and we wish to remain as the
undisputed state that continues to contribute quality players to represent the state and country in
regional and international tournaments. We believed there are many more children in the districts whose
talents could be further developed with proper guidance, training and exposures.
2. In order to have a constant flow of junior players to fill the vacancies left by the senior players, we
need to develop a systematic and coordinated approach to identify, train and expose these talented
children to the required standard.
3. The processes of establishing a constant “supply” of new young players and
maintaining those with tennis talents are defined as “SELANGOR TENNIS DEVELOPMENT PLAN”.
AIM
4. The aim of the Selangor Tennis Development Plan is to establish a broader base of young tennis players
in the state.
OBJECTIVES
5. The objectives of the plan are:
- To introduce and promote the game of tennis to all schools.
- To identify talented players to further develop them into quality players.
- To provide an opportunity for the less fortunate children to take up tennis.
- To sustain a feeder programme of tennis players into the state junior teams and subsequently
to the senior team.
- To assist in the growth of the tennis industry in Malaysia.
CONCEPTUAL PLAN
6. The plan will be conducted in 4 stages:
- Stage One. Creating an Infrastructure.
- The establishment of Selangor Tennis Association (STA) Mobile Coaching Team consisting of
qualified coaches.
- The establishment of a District Tennis Center comprising of the District Sports Council, the
District Education Sports Coordinator and local coaches.
- Stage Two. Conduct of the plan in two Phases.
- Phase One. The Mobile Coaching Team will conduct coaching clinics in various districts according
to priority over a period of time.
- Phase Two.
- The follow up by a team of local coaches in each district.
- The Mobile Coaching Team will continue to monitor the progress and In the event any district
requires assistance,they can request the presence of the Mobile Team.
- Stage Three. Competition and talent scouting.
- An Inter District Team Competition will be organized, not earlier than 6 months after the follow
up stage, to scout for talented players.
- Talented players as identified by talent spotters will be invited for further training at state
level.
- District will continue the cycle.
- Stage Four. State Follow up.
- Those selected players will join the MPPJ Youth Development Program and train at the State
Training Center.
- State Training Center/MPPJ will continue to further develop players and fit them into the
appropriate junior state team.
Period. The Development Plan has no definite time period. It is a continuous process and will be reviewed once a year. For the purpose of administration and logistics, it will commence in June 2003, evem though we had conducted a couple of clinics at district level.
ORGANIZATION
8. In order to implement the Development Plan, we need to establish the necessary infrastructure to execute the plan effectively. Even though one or two of the appointments and organizations have been established, we suggest the following:
- STA. The STA will form a Mobile Coaching Team consisting the following:
- Team Leader: Vice President
- Members:
- Head Coach: Mahendran
- Coach: Hamid Sejuri
- Coach: Zakaria
- District Training Center. The DTC will have to be established to coordinate the activities at the district and
conducts follow up program. We suggest the DTC to include the following:
- District Officer (Chairman of MSD).
- Pegawai Penyelaras Sukan (State Education Department)
- Pegawai Belia Dearah.
- Local Coaches.
- State Training Center. The State Training Center will be located at Astaka, Petaling Jaya together with
MPPJ Youth Development Center. It will be headed by the state Head Coach and composed of a few other
qualified coaches.
TERMS OF REFERENCE
9. The Terms of References for the organizations involved are stipulated at Annex A to this paper. The
Organizational Chart for the Development Plan is at Annex B.
SUPPORTING PROGRAM
10. In order for the development plan to be successful, supporting program must be organized so that it could
cope with the expected increase in the number of players taking up tennis. The supporting program
includes:
- Coaches Education Program. STA will organize 4 courses yearly to cater for the need of coaches in the
various schools and districts.
- Officiating. STA in conjunction with LTAM have to organize these courses to educate those involve in
officiating in local competitions and also to ensure that those who have basic qualifications to be
given opportunity to upgrade.
- Competitions. Parallel to the above measures, competitions must be organized to ensure that players
remain competitive and maintain their interest in the game.
11. A separate instruction on the supporting program will be issued later.
CONDUCT
12. As stipulated at paragraph 6, STA will liaise with all the District Offices (subsequently the DTC) with
regards to timings and dates of the introductory clinic. Upon confirmation of the dates, the MCT will
liaise directly with the DTC who will organize the venue, players etc. DTC will continue to conduct.
13. DTC will keep a record of all players and make notes on their performances. The success of the plan
lies with the ability of the DTC in maintaining interests amongst the players and to further recruit
new players.
TARGETS AND AGE GROUP
14. We are targeting at least 100 players in each district for the first year and we expect at the end of
the first year, 900 children would be taking up tennis. With approximately 20 percent drop out each
year, but with a new intake of 100, each district would have 180 players in the second year. The
age group will be categories into 10 and under, 12, 14 and 16 and under. The minimum age to
enter is 7 years.

PARTICIPATING DISTRICT
16. The participating districts and town council are listed at Annex D
LOGISTICS
17. General. The logistic support for the Development Plan is crucial to its success. In the execution of the
plan, we require the following support:
- Equipment. The following equipment should be made available to the MCT and the DTC. The Equipment
Scale is indicated at Annex E.
- Ball Baskets.
- Cones – 10 inches and 3 inches.
- Stop Watches.
- Whistles.
- Balls.
- Foam Balls.
- Coaching Balls.
- Apparels.
- MCT
- DTC
- Players
- Racquets. For coaches in the MCT and the DTC. The DTC should be equipped with at least 45 racquets
for use by the new players. Arrangements will be made for players to purchase their own racquets through
very easy payment.
18. Petrol Allowances. Coaches serving with the MCT and DTC should be provided with petrol allowances
either on a monthly basis or daily basis.
19. Meals and Refreshments. Those attending the clinics conducted by the MCT should be provided with
lunches and refreshments for two days.
20. Courts. Local council should be approached to make courts available to the clinics at no charge.
FINANCIAL IMPLICATIONS
21. The overall estimates for the Development Plan is shown at Annex F. |
